North Country Savings Bank Welcomes Ruth A. Doyle to its Board of Trustees

North Country Savings Bank President and Chief Executive Officer R. Brian Coakley and the Board of Trustees announced the appointment of Ruth A. Doyle to the Bank’s Board of Trustees, effective May 27th, 2025. Ms. Doyle is a dedicated public servant and experienced administrator who brings a wealth of leadership, fiscal expertise, and deep-rooted commitment to the community.

A native of the North Country, she graduated from Lisbon Central School and earned a degree in Political Science from LeMoyne College in 2007. Since 2015, she has served as the Administrator for St. Lawrence County, overseeing a $304 million budget, 24 departments, and nearly 900 employees. With over two decades of experience in county government, she brings an exceptional understanding of financial stewardship, policy development, and organizational leadership.

Prior to her appointment as Administrator, Ms. Doyle held key positions including Assistant Administrator (2008–2015) and Deputy Clerk to the Board of Legislators (2003–2008). Her public service career began after working in healthcare administration at Claxton-Hepburn Medical Center in Ogdensburg.

Throughout her tenure, Ms. Doyle has focused on transparency, efficiency, and continuous improvement. Notably, she introduced a quarterly financial reporting tool to better inform policymakers and has championed tax rate reductions that have brought the Countys true value tax rate to its lowest level since 1985. Under her leadership, the County has achieved key fiscal health goals while prioritizing resident services and staff well-being.

Ms. Doyle resides in Oswegatchie and has four children who are active in school and sports. She volunteers in her community as a youth soccer and basketball coach. She also volunteers as a member of the Work Force Development Board, she is Chair of the St. Lawrence County Health Initiative, is a Board member on Advocate Drum, and is a new Board member on the New York State Association of Counties.
